1. Welcome and Introductions
The Chair to welcome Members, officers and the public to the meeting and introduce Members and officers who are present.
2. Apologies
To receive any apologies of absence.
3. Disclosures of Interest

Councillors to declare any disclosable pecuniary interests, or personal interests (including other pecuniary interests) they may have in the business to be transacted, and officers to disclose any interests they may have in any contract to be considered.

To approve, and the Chair to sign as a correct record, the Minutes of the meeting of the Budget and Resources Scrutiny Committee held on 17 July 2018 (Item 4).
5. Update on Improvements to the Revenues and Benefits Service
To receive a presentation from the Head of Service (Revenues and Benefits) updating the Committee on progress to clear the backlog of cases and improve service delivery to the residents of Milton Keynes.  The Committee will consider whether sufficient progress has been made and make recommendations for any further action if required.

To scrutinise the Council’s current financial position in relation to the Medium Term Financial Plan and make recommendations accordingly.


The Committee will receive a presentation giving a higher level, more strategic snapshot of the Council’s Finances than has previously been reported.


The report, on which the presentation is based, was presented to Cabinet on 4 September and is provided as background information to this item (Item 6).

To scrutinise and make recommendations on the proposed new arrangements for the management of the Council’s Capital Programme and how it will be reported on in the future.


The Committee will receive a presentation explaining these changes which will also include information on the affordability of the Capital Programme, sources of funding and the current level of delayed spend.


A copy of the Guidance Notes for officers on the new procedures is included as background information (Item 7(a)).


Also attached for information is the schedule of changes to the Capital Programme for 2018/19 (Item 7(b) [written summary] and Item 7(c) [Excel spreadsheet]) which were presented to Cabinet on 4 September as part of the General Fund Revenue, Housing Revenue Account, Dedicated Schools Grant and Capital Programme Forecast Outturn Report for Quarter 1.

The Work Programme for the October Challenge Meetings to scrutinise and discuss the identified pressures in the draft 2019/20 budget proposals has been agreed with Cabinet Members and Directorates as follows:

  • 03 October – Political Context and Place Directorate;
  • 09 October – People Directorate;
  • 16 October – Resources and Corporate Core; and
  • 23 October – Review and Report

The Committee’s Planning Group has issued a guidance note to assist Cabinet Members, senior budget holders and their finance support staff in the preparation of the reports for the Challenge meetings (Item 8).


As has been the practice in previous years, one agenda covering all the Challenge meetings will be published on 24 September 2018.
