1. Welcome and Introductions
The Chair to welcome councillors, officers of the Council, witnesses and the public to the meeting and introduce councillors, officers and witnesses who are present.
2. Apologies
To receive any apologies of absence.
3. Disclosures of Interest

Councillors to declare any disclosable pecuniary interests, or personal interests (including other pecuniary interests) they may have in the business to be transacted, and officers to disclose any interests they may have in any contract to be considered.

To approve, and the Chair to sign as a correct record, the Minutes of the meeting of the Health and Adult Social Care Committee held on 6 December 2017.

NHS England together with Ipsos MORI, on 6 July 2017 published the latest Official Statistics from the GP Patient Survey. The survey provides information on patients’ overall experience of primary care services and their overall experience of accessing these services. There are sufficiently large sample sizes that enable publication of statistically robust results at GP practice level. Results are also published at national and Clinical Commissioning Group level.

 

The Committee will review patient perceptions and experiences of health services in Milton Keynes. It will consider what the survey reveals for Milton Keynes, any perceived service shortcoming(s) needing to be addressed, in addition to any perceived strength(s) needing to be replicated or built upon.

 

Dr. Nicola Smith (Chair- Milton Keynes Clinical Commissioning Group) will present on this item.

A recent charity report suggests that Milton Keynes has the worst rates for investigating adult safeguarding referrals in the country. Scrutiny review of this matter will identify what the survey tells us and help identify what service improvements or changes can be made to improve the nature and timeliness of referrals. Review of this issue will also provide insight as to factors taken into account in adult safeguarding referrals. 

 

Councillor Nigel Long (Cabinet Member- Adult Care and Housing), Michael Bracey (Corporate Director- People) and Victoria Collins (Director- Adult Services) have been invited to present on this item, in addition to Jane Held (Independent Chair- Adult Safeguarding Board) so as to answer questions on the item. 

 

7. Safeguarding Adults Board- Annual Report

The Committee will receive overview of the work of the safeguarding board in 2017/2018.

 

Milton Keynes Safeguarding Adults Board is required by law, under the Care Act 2014, to produce an annual report each year. As a result the Safeguarding Adults Board has published its Annual Report for the period 2017/18. The Report outlines what the Board has done during the last year to help and protect adults at risk of abuse and neglect in Milton Keynes, as well as any areas for development.

 

Jane Held (Independent Chair- Adult Safeguarding Board) will present on the item.

The Committee will receive and comment on a report Item from the Adult Social Care Service outlining the implementation of the 2017/2018 budget and what the practical implications of the 2018/2019 budget will be for service users.

 

Milton Keynes Council as a local authority is challenged to ensure adequate funding for adult social care while ensuring that dedicated resources have a positive impact on the borough’s residents. Scrutiny review of this matter will identify what policies are being made through the budget, and the budget’s impact and potential impact on services.

The Health and Adult Social Care Committee will receive and consider the end year report of its scrutiny activities for the 2017/18 period.

 

 

10. Appointment of Quality Accounts Panel 2018

Healthcare providers are required each year to publish a Quality Account and have a legal duty to send their Quality Account to the Health Scrutiny Committee in the local authority area in which the provider has its registered office. This gives the Health Scrutiny Committee an opportunity to review and comment on the information contained in the report and provide a statement outlining its view on what is reported. 

 

Healthcare providers are then legally obliged to publish this statement as part of their Quality Account. 

 

Healthcare providers must send their Quality Account to the appropriate Health Scrutiny Committee for comment by the 30 April each year.  This gives the provider up to 30 days following the end of the financial year to finalise its Quality Account, ready for review by its stakeholders.

 

As the Council body which has statutory responsibility for scrutiny of local health services, the Health and Adult Social Care Committee is required to appoint members of the Committee to serve on the Annual Quality Accounts Panel on a 1:1:1 basis, together with the Healthwatch Milton Keynes representative.

11. Sub-Committee to Monitor / Review the Sustainability & Transformation Partnership
The Committee will receive and consider a Sub-Committee membership proposal to monitor and review the Sustainability and Transformation Partnership, comprising six Members (Milton Keynes JHOSC Steering Group members in addition to one member from each political group). 
12. Proposed 2018/19 Work Programme

Meetings of the Health and Adult Social Care Committee during 2018/19 are scheduled as follows:

  • 12 July 2018
  • 26 September 2018
  • 5 December 2018
  • 19 February 2019

Initial draft work programme items for 2018/19 are outlined below and will be updated by the 2018/19 HASC Planning Group in due course:

  • Reducing HIV infections and Late Diagnosis
  • Provision of Public Transport to Medical Facilities
  • Domestic Violence
  • Alcoholism
  • Self-harm and Mental Health
  • Discharge from Hospital Procedures & Discharge Planning
  • Gambling addiction and community services
  • Winter pressures in Milton Keynes
