1. Welcome and Introductions
The Chair to welcome councillors, officers of the Council, witnesses and the public to the meeting and introduce councillors, officers and witnesses who are present.
2. Apologies
To receive any apologies of absence.
3. Disclosures of Interest

Councillors to declare any disclosable pecuniary interests, or personal interests (including other pecuniary interests) they may have in the business to be transacted, and officers to disclose any interests they may have in any contract to be considered.

5. Directly provided Domiciliary Care Services

Domiciliary care services are of importance to many of Milton Keynes’s residents who’s standard and quality of life is directly related to the services provided. Scrutiny of these services will provide insight of the services made available to the residents both from external and internal sources. It will also allow identification of the benefits and risks to the Council of offering 20% of services in house, and whether the Council’s overall policy as relates to provision of domiciliary care services has been beneficial and positive.


This review will enable the Health and Adult Services Committee to develop an informed view as to the success of the policy and whether further provision should be made by the Council.


Nigel Long (Cabinet Member- Adult Care and Housing, Milton Keynes Council), Victoria Collins (Service Director- Adult Services, Milton Keynes Council), and Sandra Rankin (Head- Older People's Housing and Community Support Service, Milton Keynes Council) will present on the item (To follow).

The link between housing and mental health is well known and the difficulties faced in both these areas present new and complex problems for residents of Milton Keynes. Poor mental health can be a contributory factor when someone becomes homeless, while becoming homeless will often exacerbate a person’s existing mental health problems. In recognition of this, both the Housing and Community Committee (HCC) and Health and Adult Social Care Committee (HASC) established a Task and Finish Group (TFG) to carry out detailed work as to the accessibility and provision of mental health services for the homeless in the borough, and to work collaboratively with partners to explore ways to improve the accessibility and provision of mental health services to homeless people in Milton Keynes. The Task and Finish Group concluded its work in September 2017, and the resultant report will be scrutinised by the Health and Adult Social Care Committee.


Councillor Paul Williams (Chair- Access to Mental Health Service for Homeless Task and Finish Group), and Elizabeth Richardson (Scrutiny Review Officer- Milton Keynes Council) will make a presentation to the Committee

Healthwatch Milton Keynes was set up in April 2013 as a requirement of the Health and Social Care Act of 2012. Its role is to represent everyone who uses NHS and social care services in Milton Keynes, provide the residents of Milton Keynes with a strong, independent voice on health and social care issues, and to try to influence the way health and care services are planned, provided and delivered in the borough. Healthwatch works closely with Healthwatch England to put local issues in national perspective. It is also part of the Local Healthwatch Network covering all 144 local authorities in England.


Scrutiny review of Healthwatch Milton Keynes’s Annual Report 2016/17 will enable up to date insight of Healthwatch’s work in the borough.


A copy of the Annual Report is included in this Agenda as an Annex.


Hilda Kirkwood (Chair- Healthwatch, Milton Keynes) will present an overview of the Annual Report to the Committee.
