1. Welcome and Introductions
The Chair to welcome councillors, officers of the Council, witnesses and the public to the meeting and introduce councillors, officers and witnesses who are present.
2. Apologies
To receive any apologies of absence.
3. Disclosures of Interest

Councillors to declare any disclosable pecuniary interests, or personal interests (including other pecuniary interests) they may have in the business to be transacted, and officers to disclose any interests they may have in any contract to be considered.

To approve, and the Chair to sign as a correct record, the Minutes of the meeting of the Housing and Community Committee held on 30 November 2016 (Item 4).

5. Residents’ Participation and Engagement

Representatives from local Residents’ Associations and the Tenants’ Scrutiny Group (including shared-ownership, sheltered, and private tenants) have been invited to attend the meeting to discuss with the Committee their experiences of working with the Council through various resident / tenant participation groups. The witnesses will also be invited to discuss with the Committee their views on local housing policies and what is important to them.


The Council’s Housing Forum met on 10 November 2016 and discussed resident involvement, the services and groups offered, what had worked well for local communities, and what support residents would like from the Community Partnership Team. A member of the Council’s Community Partnership Team will also be attending to update the Committee on the outcomes of the November Housing Forum meeting.

Further background information on resident participation will be circulated later.

The Budget Scrutiny Committee received and commented on the draft budget proposals in relation to the 2017/18 Housing Revenue Account and Housing and Community General Fund at its meeting held on 14 December 2016.  The comments of the Budget Scrutiny Committee on the 2017/18 Housing Revenue Account and Housing and Community General Fund will be included in its report on all the draft budget proposals which will be considered by the Cabinet at its meeting on 7 February 2017.

The Cabinet received the latest draft budget proposals in relation to the 2017/18 Housing Revenue Account at its meeting on 3 January 2017 (Item 7) and agreed the following:

1.    That the Housing Revenue Account Revenue Budget 2017/18 be recommended to Council for adoption.

2.    That the Housing Revenue Account Dwelling Rent 2017/18, a reduction of 1% as set out in paragraph 2.7, an average of 89p per week, be recommended to Council.

3.    That the Council be recommended to agree that the Housing Revenue Account fees and charges for 2017/18 be set in accordance with the Income and Collection Policy, apart from the proposed exceptions as set out in the report.

4.    That in line with the requirements of the Local Government Finance Act 2003, it be noted that the Corporate Director, Resources, is of the view that the proposed budget is robust and that the forecast reserves are adequate.

This is the Committee’s last chance to comment on and or make any recommendations in relation to the draft 2017/18 budget proposals before the closure of the public consultation period on 31 January, Cabinet on 7 February and Full Council on 15 February 2017.

7. Updates

(a)     Update on the Milton Keynes Homelessness Partnership

To receive an update on the work being done by the Milton Keynes Homelessness Partnership following its meeting on 13 January 2017.

(b)     Syrian Refugees

The Council’s Corporate Equality & Diversity Officer advises that very little has changed since his presentation to the Committee on 30 November 2016.  He will prepare and circulate a briefing note to the Committee on further progress later in the year.

7(c) pdf Work Programme (369Kb)

To receive and note the updated Work Programme for 2016/17 (Item 7(c)).

The Committee is asked to note that, following the request made at the meeting on 30 November 2016 to include scrutiny of the Homelessness Reduction Bill, this item has been added to the Work Programme and will be considered at the meeting scheduled for 9 March 2017.
