1. Welcome and Introductions

The Chair to welcome Members, officers and the public to the meeting and introduce Members and officers who are present.

2. Apologies
To receive any apologies.
3. Disclosures of Interest

Councillors to declare any disclosable pecuniary interests, or personal interests (including other pecuniary interests) they may have in the business to be transacted, and officers to disclose any interests they may have in any contract to be considered.

To approve, and the Chair to sign as a correct record, the Minutes of the meeting of the Committee held on 25 January 2017 (Item 4).

To consider confirming the actions agreed by the Committee's Planning Group at its meeting held on 23 January 2017 (Item 5).

When adopting the Community and Cultural Services Review, the Cabinet at its meeting on 30 November 2015 (Minute C98), referred the Community and Cultural Services Review to Scrutiny Management Committee for consideration.  The Committee’s Planning Group at its meeting on 7 April 2016 agreed that the Management Committee should consider the impact of implementing the Review’s findings 12 months after implementation, as part of its Work Programme for 2016/17.

The report, attached at Item 6, provides a Project End Report as at March 2016.  Councillor Gifford, as the responsible Cabinet member, together with the Lead Officer Colleagues for each of the streams will be in attendance to answer the Committee’s questions.

The report, attached at Item 7, will be introduced by Rebecca Peck, the Council’s Head of Customer Service.

The Committee will hear from Mr M LeRoy who has considerable experience of interacting with the Council to report a number of issues such as litter, broken street lights, traffic lights not working etc. and so is well placed to comment on how well the system works.

To receive the draft report of the Consultations Task and Finish Group (Item 8), which will be presented by Councillor D Hopkins, the Chair of the Group.

To consider the draft Annual Scrutiny report which is due to be presented to the Council's meeting on 22 March 2017.  The draft report is attached at Item 9.

10. Referrals from Committees

(a)    Budget Scrutiny Committee - 18 January 2017

Better Care Fund Task and Finish Group

At its meeting on 18 January 2017, the Budget Scrutiny Committee made the following referral:

“That the Scrutiny Management Committee be requested to consider the establishment of a Task and Finish Group during 2017/18 to look at how the allocation of the Better Care Fund to Milton Keynes Council is made and whether that allocation is fair and proportionate compared to other councils of a similar size and demographic.”

(b)    Health and Adult Social Care Committee - 13 February 2017

Mental Health Services to the Homeless Task and Finish Group

At its meeting on 13 February 2017, the Health and Adult Social Care Committee made the following referral:

“(i)    That a request be made to the Scrutiny Management Committee to establish a joint Task and Finish Group with the Housing and Community Committee to carry out an in-depth piece of work to explore how the provision of mental health services to the homeless can be improved.

(ii)    That improving the outcomes for those who may be discharged back onto the streets from hospital, prison or other institutions also be included in the remit of the said Task and Finish Group.

(iii)    That a representative(s) of the Milton Keynes Homelessness Partnership also be invited to serve on the Task and Finish Group.”

It is recommended that both referrals be considered by the Committee’s Planning Group when compiling the draft Work Programme for 2017/18.
