1. Welcome and Introductions
Chair to welcome councillors, officers of the Council, witnesses and the public to the meeting and introduce councillors, officers and witnesses who are present.
2. Apologies
To receive any apologies of absence.
3. Disclosures of Interest

Councillors to declare any disclosable pecuniary interests, or personal interests (including other pecuniary interests) they may have in the business to be transacted, and officers to disclose any interests they may have in any contract to be considered.

5. Budget Monitoring – Period 11

To consider and comment on the indicative 2016/17 budget forecast for Period 11 (end of February 2017).

 

The attached report was presented to Cabinet on 7 March and advises the provisional outturn position for the General Fund, Housing Revenue Account and the Dedicated Schools Grant at the end of February 2017. It also provides an update on the Capital Programme spend approval, as well as additional information in the Annex on the overall revenue variances, budget savings delivered and those proposed budget savings which will not be deliverable in 2016/17.

At its meeting on 15 September, the Committee made the following recommendation:

 

“That the Council be requested to consider the establishment of a small Public Realm / minor capital works fund for each Councillor (similar to the Ward Based Budget Scheme) to spend in their ward, or to consider expanding the existing Ward Based Budget Scheme to include such items.”

 

This was referred to Council on 11 January 2017. Council referred the item to the relevant Cabinet Member, who produced a written proposal at Cabinet on 7 February.

 

The Committee will consider its response to the suggestions put forward by Councillor Gowans in the attached paper.

7. Scrutiny of Council Reserves

At its meeting on 14 December 2016, the Committee resolved:

 

“That the Committee’s Planning Group (Chair and Vice-Chairs) considers how further detailed scrutiny of the Council’s approach to maintaining reserves could be taken forward, if necessary, in a timely manner for the 2017/18 Council year and present these plans to the Committee on 23 March 2016”.

 

The Committee’s Planning Group has discussed the review of reserves with the Corporate Director Resources and recommends to the Committee 1-2 special meetings of the Committee’s Planning Group during April/May/June in order to review the Council’s reserves and report to the first meeting of the Budget Scrutiny Committee in 2017/18.


Committee to receive and note an update on the position of the Council’s Temporary Accommodation Budget. This information was presented to, and considered by, the Housing and Community Committee on 9 March 2017.

This is now known as the Milton Keynes Waste Recovery Park (MKWRP). Since January the MKWRP has been processing ‘black sack’ waste from households in Milton Keynes. In the first month they received 6,955 tonnes of black sack waste, from which it has been possible to extract 180 tonnes of plastic and 261 tonnes of metals. These recyclable items are baled and sold back into the packaging chain.

The Committee will receive an update on progress against the projected savings from the MKRP once it is fully operational later in 2017/18.

9. Review of 2017/18 Draft Budget Setting Process
Committee to review the processes involved in preparing and scrutinising the 2017/18 Draft Budget proposals, consider whether there are any lessons to be learnt and make recommendations accordingly.
